Underutilised Green Time and The Mobile Phone Saturation Tool Derek Hooper B Eng (Civil) - Principal Engineer in the Operational Modelling team at London The latest in high tech data collection is about to hit our shores with the newly developed Mobile Phone Saturation Application, which is capable of recording traffic flows and other relevant parameters via a mobile phone. This makes the collection of data easier, more consistent and also allows the user to instantly email the results to themselves or a colleague. This mobile application makes data collection and processing more accurate and faster and is set to revolutionise the way traffic flow data is recorded. In addition to this cutting edge technology Derek has also developed a new parameter, Underutilised Green Time (UGT), which came out of his work in modelling congested networks. UGT has been found to occur in networks which are not congested but where other factors result in inefficient use of available green time. A benefit of the UGT measurement allows networks to be adjusted to provide greater efficiency.
In September 2009 Derek won an award for the development of these tools which improved the accuracy of modelling signalised intersections. This work has resulted in a change to the accepted methodology within Transport for London and the wider transport engineering community. Derek has also been responsible for the development of the TfL Modelling Guidelines version 3 (due to be published early 2010). In addition to these achievements Derek has also established a traffic survey company in the south west of England.
